Jennifer Cusack
General Manager
Jennifer Cusack was selected as General Manager of Bighorn-Desert View Water Agency at the Board of Directors’ March 2026 meeting, following a competitive search. With more than twenty years of public agency leadership, government affairs, and community engagement, Jennifer brings a strong foundation to guiding the Agency’s mission of delivering critical services to the communities it serves. A lifelong resident of Yucca Valley, she is deeply invested in the long-term sustainability and wellbeing of the Morongo Basin.
Jennifer’s career is rooted in the region. She began in water at Joshua Basin Water District, returned to Hi-Desert Water District as Public Information Officer, and most recently served as its Director of Public & Government Affairs — securing nearly $104 million in sewer infrastructure funding and additional grants for recycled water and drought resiliency. In between, she spent a decade at Southern California Edison directing government relations across Riverside, San Bernardino, and Imperial Counties.
Jennifer holds a Bachelor of Science in Business & Management from the University of Redlands and certifications in project management, environmental leadership, and emergency management. She is committed to transparent governance, fiscal responsibility, and genuine partnership with the Morongo Basin community.
Marina West is the District Engineer for Bighorn-Desert View Water Agency. Marina’s public sector career spans nearly four decades, with many of those years spent working in water system operations and management. She is a professional geologist and certified in water distribution (D5) and water treatment (T2).
Marina was sworn-in as the Mojave Water Agency Division II Director on December 8, 2022 for her first four-year term. Marina’s leadership in the greater Mojave region affirmed the value of expanding alliances with water systems serving disadvantaged communities around the state. Marina also serves as chair of the California Water Systems Alliance Policy Committee, an initiative to provide a voice in Sacramento for water systems serving disadvantaged communities that are reliably and affordably providing water to low income and income limited residents such as seniors.
Marina earned a bachelor’s of science in geological sciences from California Polytechnic University, Pomona and a master’s of science in public administration from California State University, San Bernardino.
During her free time, Marina participates in South Coast Geological Society activities, is active in her church, and spends time with her grandsons, daughter and son-in-law in Missouri, and her son who lives in Orange County.
